The Five DTCM Permit Fees Explained
Each fee covers a different approval. Understanding what triggers each one helps you budget accurately and avoid surprise charges.
1. ePermits Portal Registration
Before any application, your company registers on the DET ePermits portal. As of 2026, this is an annual subscription of roughly AED 300 (~$82). Only companies with a valid UAE trade licence can register.

2. E-Permit Fee
The e-permit authorises the event itself. The standard fee is AED 200 (~$54) for both ticketed and non-ticketed events.
However, timing changes the price. Sofitel Dubai Downtown, for example, charges clients AED 700 when an e-permit is requested less than 5 days before the event. Apply early and you avoid that premium.
3. Event Permit Fee
The event permit fee depends on two things: whether you sell or register tickets, and where the event takes place.
- Ticketed or registration events pay AED 800 (~$218) at any venue.
- Non-ticketed events at hotels also pay AED 800.
- Non-ticketed events at other venues pay AED 500 (~$136).
Note that DET treats free registration as ticketing. Any event collecting attendee data, badges, wristbands or RFID counts as a free ticketed event.
4. Performer Fees for Non-Ticketed Events
Non-ticketed events pay a fee for each registered performer or speaker. The published rate is AED 750 (about $204) per performer at hotels and AED 350 (about $95) elsewhere.
As a result, a hotel gala with a five-piece band costs AED 3,750 in performer fees alone. Ticketed events do not pay this line. Every performer must still be registered on the ePermits portal before they appear on stage.
5. DTCM Ticketing Fee: 10% of Ticket Income
This is the fee that shapes your budget most. Paid events pay 10% of total ticket income to DET. Free ticketed events pay AED 1 (~$0.27) per ticket instead.
DET collects this through the e-ticketing permit, which you can only request after the e-permit is approved. Organisers typically lodge a manager’s cheque or advance payment against expected sales when they apply.
In addition, refunded orders can be reversed with DET if you process them correctly. No-shows, however, remain chargeable because the ticket was still sold.
Knowledge and Innovation Fees, Late Surcharges and VAT
Three smaller items often catch first-time organisers off guard. Budget for them from day one.
- Knowledge and Innovation Dirhams: Dubai government transactions carry an AED 10 Knowledge fee and an AED 10 Innovation fee (AED 20 total).

- VAT on ticket sales: 5% UAE VAT goes to the Federal Tax Authority. It is a tax, not a DTCM fee, but it sits on the same ticket revenue.
